AT abroad?

Hej!
I'm trying to find out is it possible to do AT abroad? Does anyone have experiences or knowledge? I wish to complete läkarprogrammet in Finland after studies but don't know where to ask about this. Would Socialstyrelsen be the right place to ask?
Does AT last usually for 18 months? Does someone know if there has been national discussion or plans in government about giving up AT-period?
