Currently, the evaluation of degrees from international educations is done at Socialstyrelsen. In the future, this task may instead be assigned to UHR (the "University and College Council").

The suggestions would mean that evaluation of foreign authorities is gathered in one place to an even greater extent than is the case today. When UHR was founded, the evaluation processes were gathered in one place for generic educations from all levels of education; now the professional degrees will also be included. If the suggestions are approved by the politicians, UHR will have big and exciting tasks ahead of it, with a significantly more developed and extensive assignment.

The professional qualifications directive from 2005 has given professionals a greater opportunity for moving between EU countries for work. The directive provides systems for recognition of competence and knowledge acquired in one country, so that they can be recognised for professional licensing in other countries.

The committee tasked with investigating the implementation of the modernised professional qualifications directive, U 2013:03, delivered its report on April 10th. The report suggests, among other things, that all authorities concerned are to refer to the UHR for evaluations of foreign educations in comparison to the Swedish requirements for professional licensing. It also recommends that UHR founds a council for these regulated professions, where all authorities concerned would be members, with the purpose of supporting the implementation and awareness of the rules.
