You do not necessarily have to be a Swedish citizen in order to be eligible for Swedish financial aid for studies:

Basically, you can get Swedish financial aid for studies if...
- you have a permanent residence permit
- you are a EU citizen and have lived and worked in Sweden for 2 years
- you have close family ties with a Swedish citizen
- you have refugee status or similar
